Is Building Consent Required for a Driveway in Christchurch?

While this might seem like a straight forward and simple question the answer may not be quite so simple, however generally, building consents are not required for concrete or asphalt driveways laid on the ground. 
In fact, it's unlikely a consent would be required if the driveway is entirely on your property and doesn't involve a vehicle crossing or major excavation and retaining work.
 
In Christchurch, building consent for a driveway depends on the specifics of your project. Here's a breakdown to help you determine if you need consent:

Building Consent is Likely Needed

  • If your driveway involves a vehicle crossing. This is the section of driveway that connects to the road,  then you'll need a building consent from Christchurch City Council.
  • If there are major excavations, building consent may be required for control of rain water run-off and slip resistance.
  • If your driveway includes retaining walls exceeding 1.5 meters in height.
  • If the retaining walls are supporting a surcharge (load) whether from the section itself or a neighbour's property, then generally consent is required even if walls are lower than 1.5 metres.
  • If the driveway exceeds certain gradient and gradient transition standards as set out in the CCC District Plan's Section 7

What to consider

Whether you're looking to lay a new driveway or alter an existing one it's important to understand the District Plan zoning requirements that apply to your location. This includes such things as:
  • The minimum and maximum width of a driveway
  • How many vehicle crossings your section is allowed
  • The distance between crossings
  • The set back from intersections
  • How to apply and handle street trees and/or street light pole relocations
  • The maximum driveway gradients and vehicle access gradient transitions
  • The required and allowable off street parking areas.
​If the driveway work involves a new vehicle crossing then not only does it need to comply with the District Plan but also the Christchurch City Council's Construction Standards Specification (CSS).

And all driveway works needs the comply with the New Zealand Building Code, and the relevant New Zealand Standards.
